Independent Candidate fraudulently registers name in two electoral rolls

Complaint filed with the UT Chief Electoral Officer for appropriate action

 Chandigarh, December 13, 2016: A complaint has been filed against an independent candidate Bharat Bhushan Kapila from ward 14 for having intentionally registering his name at two election rolls by making false declaration.

The complaint has been submitted to the Chief Electoral Officer, UT Chandigarh, the complainants Lakhwinder Singh, a resident of Sector 18 and Hardeep Singh, resident of Sector 45.

The complaint states that while going the voter list for the purpose campaigning for the up-coming Chandigarh Municipal Corporation Election, 2016 in Ward No. 14 (Sector 45 and Village Burail), it came to their notice that Bharat Bhushan Kapila a Panchkula resident had got his name enrolled in the ward in voter list, 2016 at house No. 74-75, Keshoram Colony, Village Burail, Sector 45, in Chandigarh.

However on cross checking it was found that his name also figures in proposed voter list, 2017 for the Assembly Constituency Panchkula. The complainants have supported the complaint on the basis of Official Website of the Election Commission of India.

It has been further submitted that there are two Elector Photo Identity Card (EPIC) issued on his name from the Electoral Registration office, Panchkula, Haryana and from Electoral Registration officer, Chandigarh.  The EPIC issued in his name from the Electoral Registration office, Panchkula, Haryana bears the number HR/01/010510192 and AXN0280362 has been issued in his name from Electoral Registration Officer, Chandigarh.

The complainants have further submitted that as per Section 17 and 18 of the Representation of Peoples Act, 1950 says that no person can be registered as a voter the electoral roll for more than one constituency. However, it is apparent from the official record as shown on the official website of the Election Commission of India Bharat Bhushan Kapila  had deliberately registered himself in more than one constituency and got himself two different EPIC cards in his name by making intentional wrong declaration which makes him liable for the punishment under the  1950 Act.
